The 1931 report, basing itself on the psychology of individual differences, and fully accepting the advice of psychometrists who at that time asserted the absolute determination of ‘intelligence’ by hereditary or genetic factors (Cyril Burt and Percy Nunn were both co-opted on the drafting committee) strongly advocated the necessity of streaming as the basic form of internal school organization for all primary schools large enough to form parallel classes in each age group. New schools, where possible, were to be designed on the basis of a ‘treble track’ system.

In large urban schools of the kind built by the School Boards following the Education Act of 1870, the infants’ school was on the ground floor, the boys’ and girls’ departments on the floors above.
